SSI State Supplement - Oregon

 

Image of the Oregon State Flag.  The flag is colored navy blue with gold lettering and symbols. Certain occasions demand a more formal version of the flag and so a dress or parade version of the flag is fringed in gold. The flag face displays the words 'STATE OF OREGON' above a gold shield surrounded by thirty-three stars. The stars represent Oregon as the thirty-third state to be admitted to the union. Below the shield, part of the state seal, is the date '1859' in gold numerals. This is the year that Oregon was admitted to the union. Depicted on the shield, is a blazing sun setting over the Pacific Ocean, mountains, forests and a conestoga wagon all representing the natural resources and splendor of Oregon and the early settlers to the territory. A plow, a sheaf of wheat and a pickax represent the early industry of the state; agriculture and mining. Two ships are shown; a British Man-of-War and an American trade vessel. The departing British ship and arriving American ship are said to represent that claim to the land was laid by both Great Britain and The United States at the same time. It is also said that the tack of the two ships represents the ascendence of American power in the western hemisphere. Another interpretation has the departure and arrival as representative of trade or commerce. This explanation would seem to ignore that the British vessel is a Man-of-War. The crest of the shield is the American eagle. Also displayed is a banner with the words 'The Union.' The eagle and the banner express support for 'The Union' that Oregon joined in 1859. The Oregon State Flag is the only state flag with a different design on each side. With a nickname of 'The Beaver State' one might easily guess the depiction on the obverse side of the flag. Indeed, the Oregon State Animal makes a strong showing on the Oregon State Flag. The flag was adopted in 1925.Oregon provides State Supplements to Federal SSI benefit payments for residents in one of the living arrangements specified in the table below.

Unless otherwise stated, payment levels apply equally to people who are aged, people with blindness, and people with disabilities. Benefit amounts are usually adjusted annually, and become effective January 1st. The table shows monthly payment levels for calendar year 2006.

If you are using this version of WorkWORLD after January 1, 2007, you should be able to get the updated numbers from your local office of the Adult and Family Services Division or Senior and Disabled Services Division.

Notes

[a] Additional costs covered by special service funds.

[b] Persons with veterans aid and attendance income are allowed to keep $90.00 as a personal needs allowance.

[c] The state no longer supplements couples in adult foster care, residential care, assisted living, or specialized living. These recipients are covered under a home and community waiver. The income standard is 300 percent of the SSI standard for a single recipient.

Living Arrangements Definitions

Living independently - Includes recipients living alone in their own household.

Living in the household of another - Includes all recipients who live in the household of another.

Living in an adult foster care - Homes or other facilities that include board and room and 24-hour care and service for five or fewer elderly or disabled persons who are aged 18 or older.

Living in residential care - Facilities of one or more buildings on contiguous property that provide 24-hour care and service to six or more people age 16 or older.

Scope of Coverage

Optional State supplement provided to every SSI recipient in the living arrangements listed under "Payment Levels." Blind children are eligible, and disabled children under age 18 are ineligible for state supplementation.

Recoveries, Liens, and Assignments

Assistance paid constitutes an unsecured prior claim against property or any interest therein belonging to the estate of a recipient except such portion as is being occupied as a home by the spouse, minor dependent child, or parent of deceased recipient. The Department of Human Services may compromise claim by accepting other security or may waive payment when enforcement would be inequitable and would tend to defeat the purpose of public assistance law.

None.

Income Disregards

For earned income, no disregards in addition to the Federal income disregards; for unearned income, no income disregards.

Resource Limitations

Federal SSI resource limitations apply except that the transfer of a home may render a person ineligible within 60 months of application.
