SSI State Supplement - Pennsylvania

 

Image of the Pennsylvania State Flag. The flag displays the Pennsylvania Coat of Arms that was authorized by the General Assembly in 1799. The state Coat of Arms is embroidered on a blue field on both sides of the flag. The Coat of Arms, containing the emblems of the official state seal, is that of Provincial Pennsylvania's Penn family. It first appeared on paper money issued by the state in 1777, and two years later was adopted for display on the state flag. An eagle on the top of a shield represents the United States, with an olive branch and a stalk of corn crossed at the bottom. The shield is supported by rearing black horses. Within the shield a ship represents the great amount of trade that Pennsylvania carried on around the world. A plow and sheaves of wheat symbolize wealth from abundant harvests, as well as the kind of wealth that comes from human thought and action. The state motto, 'Virtue, Liberty, and Independence' appears on a red banner below the shield. During the Civil War, many Pennsylvania regiments carried a modified version of the Stars and Stripes. Substituted for the field of stars on Old Glory was the Pennsylvania Coat of Arms. In 1907, an act of the Pennsylvania General Assembly standardized the design of the flag and required that the field of blue be the same color as the blue of the Flag of the United States. The flag was adopted in 1799, and amended in 1907.Pennsylvania provides State Supplements to Federal SSI benefit payments for residents in one of the living arrangements specified in the table below.

Unless otherwise stated, payment levels apply equally to people who are aged, people with blindness, and people with disabilities. Benefit amounts are usually adjusted annually, and become effective January 1st. The table shows monthly payment levels for calendar year 2008.

Living Arrangement Definitions

G - Living in a Domiciliary care facility for adults (DOMCARE) - Includes adult recipients (aged 18 or older) certified by the State to be residing in non-medical residential care facilities.

H - Living in a personal care boarding home (PCBH) - Includes adult recipients (aged 18 or older) certified by the State to be residing in non-medical residential care facilities, licensed by the Department of Welfare as a personal care boarding home. The facility offers supervision in personal care matters. It can be a for-profit facility.

Scope of Coverage

Optional State supplement provided to every aged, blind, and disabled person who receives SSI payments or would receive them but for excess income. Persons residing in public institutions or in certified medical facilities where Medicaid is paying more than 50 percent of the cost of care are not eligible for supplementation. Blind and disabled children are eligible for optional supplementation, except for domiciliary care and personal care homes where they must be age 18 or older.

Federal SSI resource limitations apply.

Place of Application
