This topic provides an overview of Community Services Boards (CSBs) and the types of services they provide, the Virginia Association of Community Services Boards (VACSB), and contact information for each local CSB from the Department of Mental Health, Mental Retardation, and Substance Abuse Services (DMHMRSAS).
Community Services Boards (CSBs) are the local government agencies responsible for mental health, mental retardation and substance abuse services for citizens in their communities. These services are provided through a broad and diverse network of CSBs and their directly-operated and contractual programs.
The Virginia Department of Mental Health, Mental Retardation, and Substance Abuse Services (DMHMRSAS) provides substantial funding for the operation of CSBs. Today, 40 CSBs provide some services in every city and county in Virginia, 135 localities in all.
CSBs offer varying combinations of six core services:
· emergency services (mandated)
· local inpatient services
· outpatient and case management services
· day support services
· residential services
· prevention and early intervention services (mandated)
CSBs exist to provide individual, flexible, effective, integrated and efficient services in the most accessible, responsive and appropriate yet least restrictive settings possible. They draw upon all available community resources along with people's natural support systems (family, friends, work) to ameliorate the effects of mental disabilities and substance abuse, encourage growth and development, and assist individuals to realize their maximum potentials.
CSBs also enable individuals with mental disabilities or substance abuse problems to access services in State mental health and mental retardation facilities through pre-admission screening, case management, and client services management. Pre-admission screening services are provided by CSBs on a 24-hours per day, 7 days per week basis.
The Virginia Association of Community Services Boards (VACSB) is a membership organization of CSBs in Virginia. Its support services for CSBs include:
· Provides Professional Development, Leadership Training, and Education for Board members, staff, consumers, advocates, and the general public.
· Develops Public Information focused on increasing community awareness of community-based mental health, mental retardation, substance abuse and prevention services.
· Provides Administrative Support including research and technical assistance to assist CSBs in operations and provision of services.
· Provides Public Policy and Advocacy: Liaison activities with advocacy and consumer groups, state and federal agencies, local governments, state legislature, and executive branches.
The VACSB maintains on its website a detailed list of CSBs with email and website contact information. Additionally, it provides information about Legislative, Professional Development, and Public Policy conferences held annually. It also provides a summary of legislative action on items of interest during sessions of the General Assembly.
